This year, the Ontario Association of Chiefs of Police (OACP) was proud to be represented by Paul Pedersen, Executive Director of the OACP, Jeff McGuire, Senior Consultant with TNT Justice Consultants, and Dr. Laura Johnson, Senior Research Developer with Sigma Assessment Systems. Together, they delivered a dynamic presentation on Ontario’s Constable Selection System (CSS) and the modernized OACP pre-screening and certification process as a model of evidence-based innovation in police recruitment.

The session drew an engaged international audience eager to learn about how Ontario’s system has transformed the early stages of police hiring. Paul, Jeff, and Laura shared data, statistics, and firsthand experiences illustrating the measurable success of the updated process. The discussion highlighted increased applicant completion rates, improved accessibility, and a broader, more diverse pool of qualified candidates entering the profession. Testimonies from recruiters and applicants alike underscored how the new system is more transparent, user-friendly, and equitable, ensuring that candidates are assessed fairly and consistently across all participating police services.

Dr. Johnson outlined the scientific foundation behind the assessment tools developed by Sigma Assessment Systems, emphasizing its fairness, reliability, and predictive value in identifying candidates best suited for policing. Jeff McGuire shared insights from TNT Justice Consultants on implementation and stakeholder engagement, while Paul Pedersen connected these advancements to the OACP’s broader mission: fostering ethical, inclusive, and professional policing in Ontario. Collectively, their message reinforced the importance of aligning recruitment standards with the values of diversity, accountability, and community trust.

The presentation resonated deeply with attendees, sparking meaningful discussion among police executives from multiple jurisdictions. Many expressed admirations for Ontario’s collaborative model, one that integrates research, operational insight, and policy leadership. Representing Ontario on the global stage was both a success and a privilege.
